WDQ분석을 통한 CCTV의 범죄전이 연구 - 광명시 사례 중심으로

국문 초록 (Abstract)

범죄의 피해가 날로 심각해지는 현실에서, 최근에는 범죄의 피해를 줄이기 위하여 적극적으로 범죄의 사전 예방 전략을 도입하고 있으며, CCTV(Closed Circuit Television) 또한 방범전략의 하나로 널리 이용되고 있다. 하지만 방범용 CCTV에 대한 기대와 더불어, CCTV의 범죄예방효과가 없거나 제한적일 것이라는 우려의 목소리도 커지고 있다. 방범용 CCTV는 범행무대를 인근지역으로 옮겨 놓을 따름이고 전체적인 입장에서 범죄가 감소하는 효과는 없다는 범죄전이효과(crime displacement effects)와 인접한 지역까지도 범죄예방효과가 미친다는 범죄통제 이익의 확산효과(diffusion effects of crime control benefits)가 대표적이다. 본 논문에서는 여러 학자들에 의해 제기된 CCTV의 범죄전이효과 혹은 범죄통제 이익의 확산효과가 실제 범죄동향에서 발생하고 있는지 검증하고자 한다. CCTV의 범죄예방효과 분석을 위하여 경기도 광명시를대상으로 CCTV가 설치된 지역을 실험구역으로 설정하여 주변지역의 범죄발생 동향과 비교-분석하는 WDQ(가중전이지수, Weighted Displacement Quotient) 방식을 활용하였다. 분석결과, CCTV의 범죄예방효과는 상당한 것으로 나타났다. 통제구역이 강․절도 범죄가 큰 변화가 없는 반면, CCTV가 설치된 실험지역은 강․절도 범죄가 47.4% 감소하였다. 범죄전이 가능성을 분석하였을 때도, CCTV 설치로 인하여 주변지역으로의 범죄전이효과는 없거나 미미하며, 오히려 주변지역의 범죄 또한 소폭 감소하였다. 다만, 폭력 범죄에 대해서는 CCTV가 별다른 효과를 발휘하지 못하고 있어, CCTV의 설치 시 범죄발생패턴과 범죄유형에 대하여 보다 과학적인 분석이 요구 될 것이다.

다국어 초록 (Multilingual Abstract)

Crime prevention strategies are introduced to reduce the damage caused by crimes, and CCTV(Closed Circuit Television) is broadly accepted as one of such strategies. However, along with great expectations for CCTV, there are also doubts about the crime reduction effects of the strategy. The crime displacement effect (the presence of CCTV will change the locations of crime and the total number of crime will not change) and the diffusion effects of crime control benefits (the crime prevention effect of CCTV may reach the neighboring areas) are the representative controversial issues. In this study, we tried to verify the crime displacement effect of CCTV and the diffusion effects of crime control benefits by analysing the crime tendency empirically. GuangMeong City in Gyeonggi Province was chosen to analyze the crime displacement effect using WDQ (Weighted Displacement Quotient), which compares the crime tendency of the site with that of its neighboring areas. The result showed that the crime prevention effect of the CCTV was significant. The number of crimes of robbery and burglary in the site with CCTV reduced by 47.4%, while the areas without CCTV showed practically practically no change in the number of crime. The crime displacement effect caused by the CCTV was not found or was not significant, and the crime rates at the neighboring areas also reduced a little. On the contrary, the CCTV has not been effective in reducing violence crime, so there should be a more detailed scientific analysis of the pattern and the type of crime when installing CCTV
