대학관리제도변화의 특성분석 = 사회학적 신제도화이론에 입각하여

국문 초록 (Abstract)

최근 대학행정에 대한 정부정책은 신자유주의적 관리방식에 입각한 대학지원정책은 선택과 집중방식으로 최근 교육인적자원부의 NURI사업과 산업자원부의 RIS사업 등으로 제도화되었으며, 이러한 차별적 재정지원 방식은 국가의 대학관리제도의 변화를 보여주고 있다. 시대적으로 국가의 대학관리제도는 변화되어져 왔는 바, 이러한 제도변화의 원인에 대한 분석은 사회학적 제도주의를 적용하여 분석할 때 매우 적합하다. 사회학적 제도주의에 비추어 볼 때, 우리나라 정부의 대학관리제도변화의 원천은 시기적으로 70년대에는 Meyer & Rowan의 국가의 법적 환경과 Zucker의 법적 명령 그리고 DiMaggio & Powell의 강압적 구조동일화의 과정으로 분석되었다. 또한 80년대-90년대 중반까지는 Meyer & Rowan의 규범적 동일화과정, Zucker의 내부조직의 합리화과정, DiMaggio & Powell의 규범적 동일화과정이 제도화의 원천으로 분석되었다. 마지막으로 90년대 중반이후는 DiMaggio & Powell의 모방적 구조동일화, Meyer & Rowan의 관계네트워크의 정교화과정 및 Zucker의 다른 조직의 관리적?기술적 전략에 대한 학습으로 분석되었다. 따라서 국가의 대학관리제도는 국가의 직접적 영향단계에서 전문가 집단의 영향 그리고 조직내부의 판단과 합리화과정이라는 제도적 변화의 양상을 보여주고 있음을 분석할 수 있었다.

다국어 초록 (Multilingual Abstract)

Since 1990s, government's policies have been focused on the mode of "selection and concentration" on the management of universities in korea. "NURI Program" of Ministry of Education & Human Resources Development and "RIS Program" of Ministry of Commerce, Industry and Energy are typical institutions. These institutions are implemented based on the New Liberalism. According to time flows, the authorized government agency have transformed the institutions of universities management. I propose that sociological institutionalism is fit to analyze the mechanism of those changes of institutions. In view of sociological institutionalism, the resources of institutional transformation have been various and differential a period. In 1970s, Meyer & Rowan's legal mandates, Zucker's legal environments, DiMaggio & Powell's coercive isomorphism are found out as resources. In 1980s-1990s, Meyer & Rowan's leadership efforts of local organization, Zucker's inner organization structure, DiMaggio & Powell's normative isomorphism are found out as resources. Since 1990s, Meyer & Rowan's elaboration of complex connect network, Zucker's other organizations, DiMaggio & Powell's mimetic isomorphism are found out as resources.
I found out that government's institutions on universities management has transformed from government's directive impact level into professional groups' impact, and strategic choice or rationalization process within organizations.
