과학기술계 정부출연연구기관의 성과개념의 재구성을 위한 작은 논의

국문 초록 (Abstract)

저자들은 과학기술계 정부출연연구구기관의 성과 개념이 지닌 3중의 측정난제(공공 부문의 성과, 과학기술의 성과, 연구기관의 성과의 측정문제)에 대한 인식하에, 과학기술계 정부출연연구기관의 성과를 ‘국가의 존립?발전 및 국민삶의 증진을 위해 정부에 의해 부과된 연구임무의 점진적 달성’으로 개념화한다. 기존의 관련 성과지표들에 대한 비판적 검토를 통해, 과학기술계 정부출연연구기관의 성과는 그 성격, 시계, 범위를 고려하여 설정될 것을 주장한다. 이를 통해 저자들은 과학기술계 정부출연연구기관의 산출, 판단기준 및 성과로서 다음과 같이 제시한다. 산출에는 학술적 논문 및 저서, 기술보고서, 특허, 알고리즘, 프로토타입 및 설계, 정보 및 시설 서비스, 기술지원 및 이전; 판단기준으로는 적합성, 질적 우수성, 리더십; 그리고 성과에는 해당 연구분야 새로운 지식의 창출, 공공재의 공급(정부의 기술수요의 충족), 미래 연구인력의 훈련 및 육성, 경제성장 및 산업발전에 공헌, 과학기술에 대한 국민의 이해 증진 등이 종합적으로 고려되어야 함을 제시한다.

다국어 초록 (Multilingual Abstract)

Recognizing the tripled measurement difficulties reated to the concept of performance of S&T government research institutes, the authors conceptualize the term performance as the imcremental achivement of research missions which have been imposed in order to enhance the nation's quality of life and the national development. Upon examining existing performance indicators critically, they maintain that the performance of S&T government research institutes be set to consider its nature, time frame, and scope. An alternative approach to performance measurement is suggested to include 'academic papers and books, technical reports, patents, algorithms, prototypes and designs, information and facility services, technical assistance and technology transfer' as outputs, 'relevance, quality and excellence, and leadership' as the criteria, and 'production of new knowledge in the field, supplying public goods or meeting government's technical needs, training and nurturing future research manpower, contributing to economic growth and industrial development, and enhancing the public understanding of science and technology' as performance.
