This paper aims to examine the Science and Technology Policy Theory of Choi Hyung Sup(1920. 11. 2 - 2004. 5. 29). His Science and Technology Policy Theory concerns Korea with weak research and development foundations and an urgent need for industrialization. The contents of his Theory paper are systematically organized under Science and Technology Developing Strategy of Developing Countries 123. Choi’s science and technology policies have become the policy models of other developing countries.Choi Hyung Sup originally studied metal engineering but first became involved in the science and technology policy of Korea when he was appointed director of the Bureau of Mining of the Korea Chamber of Commerce and Industry. After this assignment, he became head of the Korea Atomic Energy Research Institute, head of KIST(Korea Institute of Science and Technology), and Minister of Science and Technology in Korea(1971-1978). Beginning his professional career as a researcher, he became an administrative officer and later proposed a systematic science and technology policy theory. This policy achieved excellent results in 1970 and has since been continuously practiced. It forms the framework for Korean science and technology policies.
