지방재정분석 및 평가지표 실용성 검증 = Analysis on the Appropriateness of the Indicators for the Financial Analysis and Evaluation of Local Finance

다국어 초록 (Multilingual Abstract)

The purpose of this article is to analyze the appropriateness of the indicators for the Financial Analysis and Evaluation of Local Finance in Korea. To analyze the appropriateness of the indicators, this study used various statistical methods such as correlation analysis, skewness analysis, plotting analysis, and other basic statistics (average, standard deviation, coefficient of variation, etc.). In the analysis, the 10 basic financial indicators currently in use and also some suggested new indicators(indicators frequently discussed in the academic circle and also in the author's mind) are examined statistically, using the relevent financial data across the local authorities in Korea. Based on the results, some financial indicators such as revenue-expenditure ratio, revenue budget reflection ratio, fiscal sufficiency ratio are needed to be readjusted as the main indicators and, at the same time, some indicators reflecting the changing administrative environment are needed to be added properly.
