포스트-소비에트 공간에서의 러시안 다이아스포라 = 러시아의 인식, 정책과 이론적 측면

국문 초록 (Abstract)

소연방 붕괴 이후 러시아가 당면한 여러 가지 문제들 중에서 경제 상황의 개선과 더불어, 국가형성과 국민형성의 과제가 가장 시급하게 해결해야 할 문제로 대두해왔다. 소련 해체 이후 러시아공화국을 제외한 구소비에트 공간에 남겨진 2,520만 명의 러시아인들의 지위와 그들이 처한 현실은 민족과 국가형성에 있어 현안으로 러시아내에서 제기되어 러시아의 외교정책에 영향을 미치는 요소가 되었다. 이러한 현실적 배경을 바탕으로 본 논문에서는 러시안 다이아스포라의 개념과 러시아 당국의 인식, 정책, 그리고 러시아 국내에서 논쟁이 되고 있는 이론적 문제들을 다루고 있으며, 국내 수준에서의 논의에 상응하는 정책적인 결실이 도출되지 못했지만, 소연방 해체 이후 러시아 연방내 인종적 러시아인들과 러시아 시민들의 상실감을 치유하는 효과를 가지고 있다고 결론짓고 있다.

다국어 초록 (Multilingual Abstract)

This article is an attempt to come to grips with one particular, but often overlooked aspect of the Russian question after the collapse of the Soviet Union: the impact of new diasporas on the current quest for a new Russian identity. There is the gap between policy and muscular rhetoric, although Russian government having stressed the importance of the Russian diasporas. However Russia has a kind of resources to back up its rhetoric, that is, the therapeutic effect of words. Such rhetoric can help to ease the tensions engendered by a policy of a state building within Russia’s current, artificial borders, which reflect neither historical experience nor the perceptions of Russians regarding the spatial distribution and formal subordination of their nation. After the collapse of the Soviet Union, there was an attempt to back up the rhetoric with some assertive measures, including the advocacy of dual citizenship. After the failure of this undertaking, only a combination of moderate policy and tough rhetoric have remained. Yet discourses in Russia has played a moderating role so far. Russian policy-makers have adjusted their policies to real-world constraints, while compensating for the adjustment with boastful rhetoric.
