국문 초록 (Abstract)

이 연구는 천안함 사건이라는 구체적 사안을 통해 정부 신뢰에 영향을 미치는 변인들을 구조적 변인과 상황적 변인으로 나누어 점검해보는 것을 목적으로 한다. 서울대학교 통일평화연구소의 2010년 통일의식조사 데이터를 바탕으로 분석해 본 결과, 정부에 대한 불신의 수준이 상당하다는 것이 드러났다. 몇몇 구조적 요인 - 정치적 이념성향, 연령, 소득 등 - 이 천안함 사건을 통해 드러난 정부불신의 문제에 영향을 주기는 하였으나, 가장 결정적이었던 것은 현 정부에 대한 평가와 북한에 대해 기존에 가지고 있던 태도였다. 그리고 천안함 사건의 충격에도 불구하고, 대부분의 국민들은 경제적 제재나 대화와 교류를 통한 남북관계 개선 같은 평화적 해법에 절대적 지지를 보내고 있었다.
한국인들은 최소한 남북관계 및 안보 문제에 관련된 사안에 대해서는 매우 냉정하면서도 예리한 통찰력을 지니고 있다. 천안함 침몰이라는 충격적인 사태에 직면해서도 6.2 지방선거에서‘안보위기 결집효과(rally around the flag effect)’가 사실상 나타나지 않았던 이유는 이러한 한국인들의 냉철하고 현실주의적인 태도 때문이라고 할 수 있을 것이다. 권위주의 정권 시절 선거 때마다 북한으로부터의 위협을 과장하여 이용했던 이른바‘북풍’의 효과는 따라서 앞으로 한국의 정치에 큰 영향을 주지 못할 것으로 예측되는 이유이기도 하다.

다국어 초록 (Multilingual Abstract)

By analysizing the impact of the Cheonan Ship Indident, this study aims to see what kinds of structural and situational factors influnece the level of the trust in governemt. Based on the 2010 Korean Unification Survey data provided by the Institute for Peace and Unification Studies of the Seoul National University, this study reveals that the level of trust in government among South Koreans is significantly low. Even though some of the structural factors - political orientation, age, income - seem to somewhat influence the trust level, it is the evaluation of the current government and attitude toward North Korea that have the greatest impact. And also the analysis shows that even after the Cheonan Ship Incident most of South Korean still prefer non-violent solutions such as economic sanctions, diplomatic talks, or cultural exchanges.
