미국형 성장관리의 비판적 고찰 = Critical Review of the American-style Growth Management: Research, Policy and Applicability in Korea`s Regional Cities

국문 초록 (Abstract)

이 논문은 미국의 성장관리 정책을 최근의 경향과 함께 개관하는 가운데, 주로 이론적 쟁점과 정책경험에 초점을 맞추어 이를 우리 지방도시에 적용할 수 있는 정도를 판단해 보려 한다. 토지이용규제 수단으로서 또 폭넓게는 전통적인 도시정책에 대한 대안적인 접근으로서 성장관리는 우리 학계에도 그리 새롭지 않지만 많은 정책현장에서는 여전히 생소하며 특히 한국적 적실성과 실천가능성에 대하여는 충분한 논의가 더 이루어져야 한다고 생각한다. 이 연구에서는 성장관리에 관한 국내외 연구 및 정책자료를 바탕으로, 구체적인 정책수단에 대한 지나친 논의를 지양하고 이론 및 제도의 큰 틀에서 폭넓게 논점을 살핀다. 제도나 정책수단 외에도 갈등관리, 모니터링, 거버넌스 등 성장관리의 폭넓은 스펙트럼이 포괄된다. 특히 2003년 이후 관련 법령과 부분적인 실천 경험 등에 견주어 우리의 도시환경 및 정책과의 연결을 시도하되, 구체적으로는 미국 워싱턴 및 오레곤 주의 사례와 한국의 지방 대도시를 견주면서 논의한다. 우리 지방 도시에 성장관리를 적용할 경우 상이한 정책환경 그리고 경제적인 어려움 등을 각별히 고려하여 선택하여야 할 것이다.

다국어 초록 (Multilingual Abstract)

This paper purports to examine the extent to which American-style growth management can be applied to Korea`s regional cities, based largely upon recent research and practices of the urban policy in both countries. Although growth management has been introduced in academia and partially experimented in the nationwide policy arena in Korea for the past decade, the discussion of its relevance and applicability has yet to be further developed. Growth management, usually referred to a series of specific land use regulations, can also mean a wide range of alternative community responses as opposed to traditional urban policies. Upon discussion of various existing practices in the states of Oregon and Washington and differences of general policy environment between the two nations, implications for Korea`s regional cities will be drawn. Furthermore, other important issues in growth management such as conflict management, monitoring and governance will also be mentioned. Overall, special attention should be continuously paid to feasibility of the U.S. growth management practices when applied in economically struggling Korean cities.
