심의 다문화주의 = 문화적 권리와 문화적 생존

국문 초록 (Abstract)

인종과 종교, 그리고 문화적 소수 집단이 주장하는 사회적 인정과 문화적 생존의 요구는 어떤 이론적 근거에 의해 정당화될 수 있을까? 이 논문에서는 대표적인 다문화주의 이론가들인 홀과 파레크의 논의를 통해 소수의 문화적 권리를 옹호하는 논리적 근거를 살펴보고, 이에 대한 비판을 베리, 케이텝, 거트만의 논의를 통해, 그리고 지지의 입장을 테일러, 라즈, 킴리카의 논의를 통해 검토한다. 필자는 두 입장의 차이를 좁힐 수 있는 문화의 도구적 역할에 주목하여, 대표의 위기와 연대의 위기를 가져오는 문화의 도구적 역할때문에 소수집단이 주장하는 문화적 생존의 요구에 어떤 식으로든지 대답해야 한다는 점을 설명한다. 단, 문화의 중요성과 문화 집단의 인정여부, 그리고 문화적 권리에 대해 긍정적인 답을 얻기 위해서는 상호존중과 합리적 대화, 그리고 정치적 권리라는 세가지 규범조건들로 이루어진 심의 다문화주의의 틀이 전제되어야 한다고 주장한다.

다국어 초록 (Multilingual Abstract)

Why should we respect culture? On what grounds can the claims of social recognition and cultural survival be justified? In order to answer to these questions, I first review the arguments of Hall and Parekh, who are the representative theorists of multiculturalism. I then organize my discussion along two different positions among scholars. One, those who criticize cultural rights, such as Barry, Kateb, and Gutmann, the other, those who support cultural rights, such as Taylor, Raz, and Kymlicka. To mediate the gap between these two positions, I focus on the instrumental role of culture, which brings the crises of representation and social solidarity to contemporary democracy. From these two crises, I draw the reason why we should pay attention to the need of cultural survival. A positive tum toward cultural rights, then, is possible under the presupposition of deliberative multiculturalism which consists of mutual respect and rational dialogue with political rights.
