기회에서 교착상태로 - 데탕트 시기 한미관계와 한반도의 국제정치

국문 초록 (Abstract)

이 글은 한미관계를 중심으로 데탕트 시기 한반도의 국제정치적 역학을 다룬다. 본문은 크게 둘로 나누어지는데, 첫 번째는 역사적 서술, 그리고 두 번째는 사회과학적 분석의 부분에 해당한다. 1960년대 후반 이후 월남전 상황과 미중관계의 변화로 대표되는 전환의 양상은 미국의 대 한반도 정책의 변화를 유도하게 되었다. 긴장완화를 통한 현상유지라는 미국의 정책적 목표는 한반도에도 데탕트의 기회를 부여하였고, 이는 남북적십자회담, 7ㆍ4 남북공동성명, 그리고 6ㆍ3 선언 등으로 구체화되었다. 하지만 이러한 유화적인 분위기는 북한의 8ㆍ28 성명 이후 경색되었고, 남북한관계는 이후 더욱 악화되었다. 기회에서 교착상태로의 회귀에 가장 중요한 변수로 작용한 것은 북한의 정책적 의도와 그 변화라고 할 수 있다. 그러나 한반도의 국제정치에 관련한 한미관계 또한 일관된 공조의 모습을 보인 것은 아니었다. 이와 같은 한계는 양국 사이의 정책적 고려에 있어서 분석수준의 문제, 한반도 안보에 관련된 위협인식의 차이, 그리고 공격적 현실주의/방어적 현실주의와 현상유지/현상변경에 관한 잠재적인 전략적 입장의 격차에 기인한 것이었다.

다국어 초록 (Multilingual Abstract)

This paper deals with international political dynamics of the Korean peninsula in the detente period with the emphasis on Korean-US r디ations. It is divided into two parts: the first is a historical description and the second part is a social scientific analysis of the subject. Environmental shifts characterized by the changes of the Vietnam War situation and US-Chinese relations led to the transformation of American policy toward the Korean peninsula. The US position, which was a status quo policy through reduction of military tension, has provided an opportunity of detente in the peninsula, and it seemed to be realized by the Red Cross talk, the July 4th joint statement, and the 6ㆍ23 declaration of South Korea However, this cooperative mood was stopped by the 8.28 declaration of North Korea, and the South-North Korean relations was aggravated afterwards. The most crucial factor in this turnover “from opportunity to stalemate” could be North Korea’s policy intention and its change. However, Korean-US relations in regard to international politics of the Korean peninsula also showed some symptoms of discord. These limits of cooperation were the results of the level-of analysis problem in policy consideration, the differing threat perception related to Korean security, and potential gaps in the strategic postures of the two countries on the Korean peninsula.
