푸틴 3기 러시아의 한반도정책: 변화하는 동북아에서의 적극적 역할 모색 = Russia's Foreign Policy of the Third Putin Administration and the Korean Peninsula

In an effort to explore the diplomatic direction of the third Putin administration towards Northeast Asia and the Korean Peninsula, this paper aims to analyze and interpret the specific Russian policy goals toward this region in terms of Putin’s new eastern policy and its active pragmatism.
In a changing situation of Northeast Asia, where the agenda of regional stabilization is ascending as necessary task and an inevitable request, Russia is trying to secure its position as a strategic actor of the region through active and pragmatic policy beyond what had previously been a defensive and opportunistic approach to the region. This shift, characterized by its tone of active pragmatism, is in line with the 'New Eastern Policy' of the third Putin administration. At the core of the policy lies Russia’s strategy to promote stability in the region, balance of regional powers and especially the development of its East Siberia and Far East through bilateral and subregional cooperation in various fields such as energy, transportation, food security, education etc. Russia, to fulfill its dream of becoming an ‘Euro-Pacific State,’ will try to complete the trilateral cooperation among Russia-North Korea-South Korea and cultivate the Korean Peninsula as its bridgehead to the Asia-Pacific region.
In this regard, South Korea should consider to take advantage of this Russia’s active role in the region through finding the common strategic interests and designing a framework of substantial strategic cooperation between two states.
