오바마 행정부의 한반도정책: 평가와 전망 = The Obama Administration's Policy toward the Korean Peninsula: Evaluations and Prospects

The major purpose of this paper is to evaluate the performance of the first Obama Administration’s policy and explain the prospects of the second Obama Administration’s policy toward the Korean Peninsula. The Obama Administration’s policy objectives include denuclearization and non-proliferation, pursuing the U.S. security and economic interests on the Peninsula. During the past four years of the Obama Administration, the U.S.-South Korea relations were better than ever before, while the U.S.-North Korea relations were deteriorated. Such policy outcome was facilitated by the Obama Administration’s cooperative diplomacy toward South Korea, the Lee Myung-bak administration’s emphasis on the U.S.-ROK alliance, North Korea’s heightened military provocations as well as China’s engagement in easing tensions on the Korean peninsula.
Over the next four years, the Obama administration would take more assertive and active role in pursuing the U.S. interests on the Korean Peninsula than before, since the Administration already shifted 'pivot to Asia' and confronted North Korea’s ever-heightened nuclear threats. The second Obama Administration needs to cope with the U.S. fiscal constraints, North Korea’s unwillingness to give up its nuclear program, South Korea’s new security demands, and China’s more emphasis on North Korea’s stability than on sanctions against North Korea for denuclearization.
