Wastes finally return to soil, whether disposal(incineration, landfill, recycling or any way) or dumping or whatever, and then it is the cause of soil contamination. In that sense, waste and soil are closely connected. Korean law on waste and soil, however, is divided into ``Waste Control Act`` and ``Soil Evironment Conservation Act`` each. The difficult problems of this legislation is as follows. For exemple, there would be problems, such as when a dumping waste(or contaminated soil) on soil causes soil contamination, what kind of administrative measure must be issued; Order to Take Actions for Disposing of Wastes under Waste Control Act or Order to Take Preventive Measures against Soil Contamination under Soil Evironment Conservation Act. In this connection, Korean Supreme Court ruled that contaminated soil is not waste. To solve these problems, both law on waste and soil are revised for soil evironment conservation.
