국문 초록 (Abstract)

본 논문은 정부신뢰와 정책결과, 과정 및 산출 간의 관계를 분석해 정책관련 정부성과에 기반을 둔 정부신뢰의 원인을 탐구한다. 전국표본설문조사 자료를 활용한 분석결과에 따르면 정부신뢰에 일관된 영향을 주는 요인은 정부대우의 공정성과 정책과정의 절차공정성이며 정책수혜의 상대적 수준과 국가경제상황의 영향은 제한적이고, 정책수혜의 절대적 수준이나 가계경제상황 및 정치이념의 영향은 유의미하지 않은 것으로 나타났다. 전체적으로 보면 정부신뢰는 정부의 분배공정성 및 절차공정성과 밀접히 관련되어 있으며 정책결과와 산출 그 자체와는 거의 무관한 것으로 보인다. 이는 정부신뢰의 형성에서 정부가 무엇을 산출하고 어떤 결과를 가져오느냐보다 정부가 정책을 어떻게 결정하고 집행하느냐가 중요함을 시사한다.

다국어 초록 (Multilingual Abstract)

This article examines performance-based sources of trust in government by analyzing the relationship between trust in government and three aspects of governmental performance: policy outcomes, processes and outputs. The analysis of a national sample survey data revealed that fair treatment by government and procedural fairness of policy-making were consistently strong predictors of trust in government. Relative levels of policy benefits and assessment of national economic conditions had limited effects whereas absolute levels of policy benefits, assessment of personal economic conditions, and political ideology reflecting preferences for policy outputs had no or negligible effects. Trust in government was found largely related to perceptions of the distributive and procedural fairness of government while almost unrelated or minimally related to policy outcomes or outputs. These findings suggest that how government decides policies and how it implements them is far more critical to citizens` trust in government than what it produces and what consequences its policies bring about.
