    고구려는 산이 많고 계곡이 깊은 지형의 특성을 최대한 이용하여 산성을 중심으로 방어 체계를 구축하는 동시에 官司가 설치된 중대형 포곡식산성을 기반으로 지방을 통치하는 독특한 체제를 운용하였다. 이는 秦·漢代 이후 판축공법을 이용한 평지 토성을 중심으로 중앙집권적인 郡縣제도를 운용했던 중국의 고대 중원 왕조와는 뚜렷하게 구별되는 고구려만의 독특한 방식이다.
    고구려는 초기 도읍지인 桓仁지역 외곽의 新賓과 通化지역 등에서 일찍부터 漢의 평지 토성을 접했음에도 불구하고 주변 국가들과는 달리 험준한 산 정상부에 석성을 축조하였다. 기존의 연구는 고구려성을 遼西나 吉林지역의 신석기시대 및 청동기시대 취락 방어 유적과 연결시키려는 경향이 강하였다. 그러나 시간적인 괴리가 크고 직접적으로 연결시켜 볼 근거도 없기 때문에, 이러한 문화계통론적인 접근으로는 고구려 성의 등장 배경을 설명할 수 없다.
    본 논문에서는 고구려가 발원한 渾江 및 鴨綠江 중류 지역이 대부분 산악지대로 이루어졌다는 점을 주목하였다. 국가성립기 고구려는 漢과의 전투에 효과적으로 대응하기 위하여 평지 토성이 아닌 방어가 보다 용이한 산성을 축조하였다. 이른 시기의 고구려 산성은 대체로 암벽으로 이루어진 산 정상부 위에 입지하고 있었는데, 이 경우 주변에서 가장 쉽게 구할 수 있는 축성 재료가 돌이다. 따라서 고구려에서는 일찍부터 평지 토성이 아닌 석축 산성이 등장하게 된 것으로 판단된다.

    This research aims to clarify the origin of Koguryo fortress. Koguryo developed unique defense systems. Above all, Koguryo was a country of depe valleys and highly mountainous landscapes. Accordingly, mountain fortresses constructed by making the best use of such topographical features played a central role in Koguryo defense systems. In addition, mid- to large-sized mountain fortresses encircling a valley were built for administrative purposes in local areas. These defense systems are clearly distinguished from the Gun-hyeon(郡縣) commandery systems in the ancient China. Under the Gun-hyeon systems earthen-walled fortresses built by piling up clay on the plain ground were used as an administrative center since the Jin(秦) and Han(漢) dynasties.
    Koguryo people were aware that earthen-walled fortresses were built on the plain ground in the Han dynasty, through their exposure to earthen-walled fortresses in such regions as Xinjin(新賓) and Tonghua(通化) near Hengren(桓仁) County or the first capital of Koguryo. Differently from them, however, Koguryo people built stone fortresses on the top of a steep mountain. In previous studies, Koguryo fortresses were often thought to have originated from prehistoric fortified settlements in Liaoxi(遼西) or Jilin(吉林). This view has a problem in that it is not supported by any concrete evidence, and that there is a great temporal gap between Koguryo fortresses and those prehistoric fortified settlements. To explain the emergence of Koguryo fortresses, instead, we need to pay attention to the fact that the middle reaches of the Hun(渾江) and Amnok(鴨綠江) Rivers are mountainous areas. When Koguryo first emerged as a state, Koguryo was not strong enough to defend itself from the Han dynasty. It would be to overcome this weakness that Koguryo people built mountain fortresses which were more effective for defense than earthen-walled fortresses on the plain ground. By extension, mountain fortresses built with stones seem to have emerged early in time because stones were the most common raw materials that could be used for the construction of a fortress on the top of a steep mountain.
