외국인노동력 국제이주정책의 수렴경향과 원인에 관한 연구: 영국과 독일 사례 연구 = Study on Convergence and Factor of International Migration Policy on Foreign Labour Force: Study on Germany and the United Kingdom Cases

This article analyzes the convergence of international migration policy, influenced by economic and social circumstances, on the low skilled and the high skilled in Germany and the United Kingdom. It presents the explanation of factors, such as labour shortage in low skilled and high skilled labour market, demographic problem and the growth of immigrant communities, concerning the emergence of the convergence.
Specifically, while the German government implemented ‘temporary migrant worker programme’(TMWP) in the early of 1990s, in Britain the programme was established on the basis of ‘work permit system’ in the 2000s. For the recruitment of the highly skilled, both government had formed new international migration policy such as ‘Green Card’ and ‘point based system’. The new international migration policy on foreign worker force like the TMWP and Green Card has proliferated over Western and Southern European countries. European countries, included France, Italy and Spain have adopted international migration policy on the low skilled or the highly skilled at recent times.

국문 초록 (Abstract)

본 논문은 서유럽국가들 중 영국과 독일에서 자국의 경제·사회 상황에 기초해 임시이주노동자 프로그램으로 대표되는 저숙련 외국인노동력 국제이주정책의 체계화와 고숙련 외국인노동력 국제이주정책의 형성과 시행의 방향으로 외국인노동력 국제이주정책이 ‘수렴’되고 있는 경향을 분석하고 있다. 1990년대 접어들면서 경제·사회적인 요인에 의해 저숙련 및 고숙련 노동력의 수요가 지속 및 증가되면서 영국과 독일에서는 저숙련 및 고숙련 노동자 국제이주정책이 형성되고 체계화되었다.
구체적으로 영국은 2000년대 저숙련 노동자 충원 정책의 부재로부터 탈피해 노동허가제에 기초한 임시이주노동자 프로그램을 형성하고 체계화해온 반면 독일은 이미 1990년대 초부터 계절노동자 고용을 통한 임시이주노동자 프로그램을 발전시켜왔다. 고숙련 외국인노동력의 국제이주정책은 반대로 영국이 독일에 비해 비교적 빠른 1990년대 중반 이후 고숙련 노동력 수용의 필요성이 제기되면서 수용정책을 실행에 옮겨 온 한편 독일의 경우 다소 늦은 2000년대 들어서면서부터 고숙련 외국인노동력의 고용을 위한 정책의 형성과 시행 경쟁에 본격적으로 참여하게 되었다.
이러한 양국에서의 외국인노동력 국제이주정책은 유럽의 다른 국가들에서 발전되고 있는 상황이다. 프랑스와 같은 서유럽국가들과 이탈리아와 스페인 등의 남유럽 국가들은 저숙련 또는 고숙련 외국인노동력 국제이주정책 중 자국의 상황을 고려해 양자 중 하나를 선택해 시행에 옮기고 있다.
