공유재의 딜레마상황을 극복하기 위한 또 하나의 길 = Self-organization as another Institutional Arrangements for overcoming the Commons Dilemma -The Legacy of E. Ostrom and the Remaining Challenges-

국문 초록 (Abstract)

자신의 이익을 추구하는 합리적 개인들의 선택이 사회전체적으로 ‘공유재의 비극’이라는 공유재의 딜레마 상황을 초래할 경우， 정부의 개입 혹은 시장기제가 전통적 해결방안이었다. 이 논문은 공유재의 딜레마상황을 해결하기 위한 ‘또 하나의 길``로 지역공동체의 자치적 규칙의 제정을 통한 극복방안을 역설한 E Ostrom의 연구성과를 비판적으로 고찰하였다. 이를 위해 Ostrom 의 세 권의 저서와 주요 논문의 연구성과를 세 부분 - 1) 전통적 해결방안의 한계. 2) 접근방법 및 범위， 인간의 본질에 대한 가정의 확대. 3) 공유재의 딜레 마상황 극복을 위한 신제도주의적 접근방법(주요 분석 틀 혹은 분석 모형 공유재문제에 대한 신제도주의 경제학적 접근의 확대， 제도변화를 설명하는데 있어서 진화적 게임이론의 적용) -으로 나누어 살펴보았다. 또한 그러한 연구성과가 한국사회의 사회적 딜레마상활을 설명하는데 기여할 수 있는 측면과 한계를 지적하였다. 마지막으로 그녀의 기여에도 불구하고 후학들에게 던져놓은 몇 가지 연구과제를 도출하였다.

다국어 초록 (Multilingual Abstract)

In this paper we critically survey the E. Ostrom`s claim that self-governance of local communities may be successful in dealing with the collective choice problem or the commons dilemma in which rational choices of selfsh individuals lead to social inefficiencies. The conventional measures against the commons dilemma were the introduction of private ownership or direct top-down regulation of higher authorities. For this critical survey we review three main books and the main articles by her and investigate them in tripartite ways; the research methods and scopes; the extended view on humans; and the new institutional approach toward commons problem(the principal methodological framework, the extension of rational-choice institutionalism， and the application of the evolutionary game theory in the explanation of institutional transformation). We also examine the contributions to and limitations in explaining the commons dilemma surrounding Korea. We also derive the remaining academic challenges left over to the descendents.
