사회주의 체제전환과 북한의 발전전략: 비판적 평가 = Transformation of Socialist Systems and the Development Strategy of North Korea

다국어 초록 (Multilingual Abstract)

This article evaluates the possibility of socialist system transformation and the development strategy of North Korea using comparative analysis in the context of socialist system transformation. The Current development strategy of North Korea could be defined ‘practical socialism of so-called "Military-First policy".’ But North Korean conditions are not so easy to lead the success of its development strategy. However, If North Korea is not collapsed in engagement policy of international society, further if North Korea acquires improvement of relationship with the U.S. and economic aid from international society, the socialist system transformation in North Korea would be in compliance with gradual methods with leading 'party-state' system. But the development strategy of North Korea will face hard challenges in the process of leading the success of gradual socialist system transformation. Concludingly, the possibility of socialist system transformation in North Korea seems low.

국문 초록 (Abstract)

본 연구는 역사적 특수형태로 현재의 북한체제를 사회주의의 종별 변이의 하나로 간주하고 사회주의 체제전환의 유형적 비교 분석을 통해 북한의 발전전략과 체제전환 가능성을 비판적으로 평가한다. 현재 북한이 추구하고 있는 발전전략은 ‘선군중심의 실리사회주의’로 규정할 수 있다. 그러나 북한은 이러한 발전전략을 성공적으로 추진하기가 쉽지만은 않은 조건에 놓여있다고 볼 수 있다. 그럼에도 불구하고 북한체제가 외부의 힘에 의해 와해되지 않고 현재의 모습을 유지해 나간다면, 그리고 향후 북한 지배 엘리트 세력이 의도하는 미국과의 관계개선을 통한 체제보장과 경제재건을 위한 지원을 국제사회로부터 받는다고 할 때 북한의 체제전환 방식은 '당-국가 주도형'의 점진적 방식이 될 가능성이 높다고 할 수 있다. 물론 당․국가 주도형의 체제전환 방식의 가능성이 높다 하더라도 현재 북한이 선택한 발전전략으로는 성공적인 전환이 불가능하다. 또한 북한이 본격적인 개혁개방이나 체제전환을 선택할 가능성도 낮다고 할 수 있다.
