보육교사의 이직의도와 정책적 시사점|RISS 상세보기

국문 초록 (Abstract)

우리나라 영유아의 대부분은 보육시설을 이용하기 때문에 보육서비스의 질은 대단히 중요하며, 보육교사는 보육서비스의 질에 있어 핵심 구성요소이다. 하지만 보육교사는 우리 사회에서 그 역할에 비해 처우가 열악하고 이직율이 높은 대표적 직종이라는 점에서 현 상황에는 분명 개선의 여지가 있다. 본 연구에서는 서울형어린이집 보육교사를 대상으로 이들의 이직의도에 미치는 영향요인을 구조적 특성과 근무환경을 중심으로 분석하고, 이를 바탕으로 보육정책 개선을 위한 시사점을 도출하고자 하였다. 분석결과, 보육교사의 이직의도는 상당히 높은 수준을 보였으며, 보육교사의 전공 그리고 근무시간이나 급여와 같은 처우가 보육교사의 이직의도에 영향을 미치는 주된 요인으로 드러났다. 아울러 이러한 요인들은 단순히 보육교사에 대한 처우 문제를 넘어 우리나라 보육정책 전반과 폭넓게 관련되어 있는 것으로 보인다. 분석결과를 토대로, 본 연구에서는 보육에 있어 정책적 시사점을 크게 세 가지로 제시하였다. 첫째, 보육교사 처우는 현재보다 개선되어야 하며, 이를 위해 보수지급체계의 불합리성이 극복되어야 하고, 민간시설과 국공립시설 간 격차가 완화되어야 한다. 둘째, 보육시설의 공영화 노력이 확대되어야 한다. 이를 위해 민간시설을 국공립수준으로 업그레이드하는 노력과 국공립시설을 확충하는 노력이 병행되어야 한다. 셋째, 중장기적으로 보육체계는 일원화되어야 한다. 단계적 접근을 취하되 보호와 교육이 하나의 틀 속에서 관리되는 보육체계를 형성해 나갈 필요가 있다.

다국어 초록 (Multilingual Abstract)

By examining structural features and working environment of Seoul-Type Child Care Centers, this paper tries to explore factors affecting the turnover intention of nursery teachers, and, based on that exploration, make policy suggestions for a better childcare service. Majors of individual nursery teachers, working hours, and wages are discovered to be the main factors that influence the turnover intentions of nursery teachers. They are in fact related to the overall childcare policy of Korea. Given the examination above, this paper makes three policy suggestions for an effective childcare service in Korea. First, nursery teachers should be treated better by rationalizing overall payroll system. In addition, gaps between public and private childcare facilities ought to be alleviated. Second, more role of public sectors should be played in the management of childcare facilities. For this, private childcare facilities need to be improved to the level of public facilities in terms of working conditions and employee benefits and the number of national and public childcare facilities should be increased. Last, as a mid and long term plan, the childcare system should be eventually integrated in order to provide both care and education for children in a stepwise manner.
