과학기술조정체계의 변화 분석 : 일본, 미국, 핀란드 과학기술조정체계를 중심으로 = Analysis of Changes in the Science and Technology Coordination System : Focusing on Japan, U.S., Finland Science and Technology Coordination system

국문 초록 (Abstract)

과학기술혁신의 대상이 모든 경제·사회 부문으로 확대되면서 과학기술혁신정책의 연계 및 조정의 필요성이 커지고 있다. 본 연구는 일본, 미국, 핀란드 조정체계의 구조, 조정기구의 기능 및 역할, 조정 메커니즘 분석과 함께 대표적인 조정사업 사례를 살펴보았다. 사례 국가들은 오랫동안 우리나라의 정치적·경제적·행정적 모델로, 과학기술조정체계와 관련하여 의미있는 정책적 시사점을 제공한다. 분석 결과 각 국가의 조정체계는 제3세대 혁신정책 등장에 대응하여 혁신정책의 기획·조정 기능이 강화되었으며, 과학기술과 사회 간의 상호작용이 커지면서 혁신 거버넌스의 중요성을 강조하고 있다. 사례 대상국 공통으로 단일 기구에 의존하지 않고 다양한 조정기구와 제도적 장치를 활용하여 시스템의 관점에서 조정 문제를 해결하려는 노력이 이뤄지고 있다. 조정 수준에 따라 다양한 조정기제 및 프로그램을 진행하고 있으며, 관련 부처를 포괄하는 상위 조정기구를 신설하거나 기존 조정 기구의 역량을 다지고 있다.

다국어 초록 (Multilingual Abstract)

S&T policy long treated as a sector policy is now solidifying its position as an infrastructure innovation policy that forms the foundation for many different policies. There is a growing need for enhancing the linkage and integration between policies by strengthening planning and coordination functions of the government organizations in charge of innovation policy. This study the structure, function, role and mechanism of Japan, U.S., Finland coordination system and a critical coordination case. Case Countries are our country’s political, economic and administrative model for a long time, provides significant policy implications related to science and technology coordination system. The study show that each country’s coordination system elevated planning and coordination roles and emphasized the interaction between S&T-society and innovation governance in response to emergence of the third-generation innovation policy. Three counties made efforts to resolve coordination problems utilizing a variety of coordinating instruments and mechanisms rather than relying on a single mechanism. Those countries made various attempts such as establishment of top level coordination mechanisms and empowerment of existing coordination mechanisms depending on the level of coordination.
