The present study considers the development of brothels and problems resulting from prostitution in the urban space of Incheon from the perspective of urbanization. The colonial power transplanted the Budoru (敷島樓) licensed prostitute quarter as part of urban infrastructure. Going through liberation and the Korean War, the licensed prostitute quarter turned into the ‘Comfort Station for UN Troops’, followed by the ‘Special Zone’ during Park Jeong Hee regime and the ‘Female Prostitute Concentration Zone’ during Jeon Doo Hwan regime as a way to promote prostitution with a double-edged policy of restriction and protection.
Over the developmental dictatorship period, Incheon metamorphosed into an industrialized and urbanized area. Conflicts arose as they began to build the large-scale residential zones near the brothels. In the 1990s, due to extensive implementation of the ‘Red Zones,’ residing near as well as frequenting the licensed prostitute quarter became the focus of public censure.
As the brothels are regarded as a social taboo, standing right on the boundary of sexual morality, they have been subjected to restrictions and controls without becoming part of ordinary space. Just because of the location, brothels have been socially excluded, being condemned as the main culprit of sexual morality issues, the encumbrance to child education and the cause of house price falls for decades. Now, the socially underprivileged are on the verge of eviction, which is an attempt to conceal the decades-old spatial exclusion and violence against them. A new scheme needs designing to read the nested discrimination against them and to form the basis for strengthening public interest for the socially underprivileged.
