This paper attempts to analyze the processes of privatization of the wind as a common pool resource(CPR) and the countermovement in Jeju. It also examines the relationship between the wind in Jeju and the CPR theory, in order to seek a way to manage publicly the wind in Jeju. The people have regarded the strong wind harmful from old times in Jeju. Today, however, they start to recognize that the wind is an economic good to generate electric power. However, there are various social conflicts in the process through which wind farms are built. Therefore, the people made the rule that defines the wind as a CPR and let the Provincial Government manage it in Jeju. However, Jeju Provincial Government unfairly assignes the rights to build wind farms to big companies and invokes public discontent. This situation suggests as the followings. (1) The CRP Theory is applicable to the wind in Jeju. (2) The concept of CRPs should be revised in order to allow the privilege to the local people who suffer from the CRP like the wind. (3) It is necessary to connect CPR Theory to governance theory.
