사회적경제와 지역발전 = 혁신, 호혜, 협력의 원리를 중심으로

국문 초록 (Abstract)

이 연구는 지역사회 차원에서 사회적경제가 어떻게 작동하며 지역발전에 기여하는가를 규명하고자 한다. 이를 위해 사회적경제의 원리를 구성하는 요소들과 이들의 상호 연관성이 지역발전과 연결되는 과정을 분석하였다. 지역사회 차원에서 사회적경제의 원리를 구성하는 요소들을 경제적인 것(혁신), 사회적인 것(협력), 공통적인 것(호혜)으로 구분하고, 이를 각각 지역사회 기업가주의, 지역사회 사회적 자본, 호혜적 분배 개념으로 대응시켜 이들의 관계를 중심으로 사회적경제의 내적 동학과 지역발전에 미치는 효과를 검토하였다. 특히, 지역사회에서 협력과 공동체를 어떻게 증진시킬 것인가라는 문제의식에 바탕을 두고, 기존 연구와 다르게 지역사회 기업가주의가 지역사회 사회적 자본을 형성하는 측면과 호혜적 분배의 매개역할에 주목하였다. 이러한 이론적 논의를 지역사회 단위에서 진행된 사회적경제 사업에 대한 조사자료를 활용하여 경험적으로 분석했다. 분석결과, 첫째, 지역사회 기업가주의가 지역사회 사회적 자본을 형성하는 중요한 요인임을 발견하였다. 둘째, 지역사회 기업가주의가 지역사회 사회적 자본의 형성에 기여하기 위해서는 호혜적 분배의 과정이 충족되어야 한다는 점을 밝혀냈다. 셋째, 지역사회 기업가주의, 호혜적 분배, 지역사회 사회적 자본이 상호연관된 결합과정이 지역발전에 영향을 미치는 조건임을 확인하였다. 이러한 분석을 통해 사회적경제가 대안적 지역발전 전략이 될 수 있음을 경험적으로 규명하였다. 마지막으로 사회적경제를 구성하는 혁신, 호혜, 협력의 원리들 간의 역동적 균형에 기초한 새로운 지역발전 패러다임의 이론적 실천적 함의와 과제들을 제시하였다.

다국어 초록 (Multilingual Abstract)

Whereas concerns with the relationship between social economy and community development have been increasing, there are few researches which concentrate on the role of community entrepreneurship in terms of the reciprocity in distribution and the social capital within the community and finding a substantial amount of empirical research is even more difficult. This study aims to investigate how the social economy works at the community level and how it affects the community development. The study categorized three core factors - the social, the economic, and the common factors - which make up the principles of social economy. Each of the core factors, then, was corresponded respectively to community entrepreneurship, community social capital, and reciprocal distribution. Based on the research question, how to enhance cooperation in the community, the study examined the internal interaction among the three factors and the process that contributed to community development. In order to analyze in an empirical way, this study used data collected from the survey conducted with respondents who took part in a Rural Village Development Project. The statistical analysis reveals that community entrepreneurship is a critical factor in facilitating community social capital. Secondly, it shows that the reciprocity in distribution is required for intermediation in the process so that the community entrepreneurship can facilitate the community social capital and the community development. Thirdly, community entrepreneurship, reciprocal distribution and social capital have effects on the success of the community development project. According to these results, social economy consisting of community entrepreneurship, community social capital, and reciprocal distribution as its principles can be regarded as a significant mechanism to make community development possible. Finally, the study presents the implications of this study and future research agenda for developing a new paradigm of community development based on the dynamic balance among the principles of social economy including innovation, reciprocity, and cooperation.
