Government establishes and implements the public rental housing policy. The percentage of rental housing in Korea accounts for about 5.5% of total housing, 11.5% of the average in OECD and 9.4% of the average in EU. Government's pubic rental housing is not for the purpose of pursuing profits but administratively alloted in consideration of payment capacity according to needs. The public rental house is required to have the minimum living space for the human comfortable life. The standard living space of the 4-person household in Korea is smaller than that of advanced countries. So there is a need to adjust it to near the standard living space of Japan in terms of policy. The public sector supplies households with only 5.9% of the total public housing. Government is excessively dependent on the private sector for rental housing. Therefore, there is a need to adjust the existing policy to the policy of increasing the quantities of public housing to be supplied by making a shift of dependence from the private sector to the public sector. And the rent-to-income ratio(RIR) is very high for the tenants belonging to the low-income brackets in the unorthodox lease market(private rental housing). It is 49.0% in 10% of the bottom income group, 29.8% in 20% of the bottom income group and 21.9% in 30% of the bottom income group. But rent-to-income ratio(RIR) of the public rental housing is 16.6%. Accordingly, the homeless households of 1st to 4th income quartiles should be supplied with national rental housing and enabled to maintain their stable residential life in the long-term period by classifying them as the income brackets unable to purchase their own house. This should be supported at the level of residential welfare for the residential weak to maintain their stable residential life in the long-term period.
