    This paper examines Soviet policy toward the North Korean political contest from 1945 to 1948. It elaborates which political forces the Soviet Union intended to support and how autonomous Kim Il Sung was from Moscow's intervention. During the first 'genuine coalition'(August 1945- January 1946), the Soviet Communist Party coaligned with nationalist leader Cho Man-sik to build the National United Front. Cho was discarded in January 1946 because he opposed the Moscow conference decision. Simultaneously, Stalin interviewed Kim Il Sung to confirm his loyalty to the Soviet Union before return back to North Korea in September 1945. The Soviet Communist Party supported Kim Il Sung's establishment of the Northern Branch of Korean Communist Party in October 1945 and orchestrated a welcoming rally for Kim on October 14, 1945. The Party made Kim North Korea's de facto leader by appointing him as general secretary of the Northern Branch of Korean Communist Party in mid-December 1945. The next stage, a 'bogus coalition'(January 1946-September 1948), preceded the final emergence of the 'monolithic regime'. The Soviet Communist Party had full confidence in Kim. Stalin summoned Kim and another communist leader, Park Heonyoung to Moscow and interviewed them simultaneously in July 1946. Stalin showed greater trust in Kim than Park at this meeting by letting Kim sit to his right. The Soviet Communist Party further backed Kim in building the North Korean Worker's Party and by intervening heavily in the South-North meeting of April 1948. At this time Stalin's confidant Shtykov actually dominated North Korean politics. In conclusion, North Korean Communist regime was 'satellite regime' under the strong patronage of the Soviet Union and thus Kim had little autonomy from it.
