1980년대 한국 북방정책의 촉발 요인으로서의 정치경제적 측면에 대한 연구

다국어 초록 (Multilingual Abstract)

Regarding the driving forces of Nordpolitik, which has been evaluated as one of the most fruitful independent policies in Korean foreign policy, this article emphasizes the strategic thinking and needs on economic values as much as military and security values, and international political values. This academic interest is related with the question of why Nordpolitik, which had multiple results in the early 1990s, had already been generally propelled in the early 1980s by Chun Doo-whan government. The time of early 1980s was slightly earlier than China’s openness and Gorbachev’s Perestroika and Glasnost. Instead of international environmental reasons, this article is looking for the answers with analysing Korea’s export-led growth strategy which has been repeatedly accelerated on whenever Korea faces economic crises. Especially, the economic crisis in the 1980s was widely unfolded in the global level. And the 1980s economic crisis made Korea need new export markets in international society which could successfully substitute for existing markets of the U.S.A. and Latin America. These urgent economic needs of Korea made Korean foreign policy kick off new creative strategic response officially, Nordpolitik.
