한국 ODA 정책의 분절성과 메타거버넌스 분석 = A Meta-governance Analysis of Korea’s ODA

다국어 초록 (Multilingual Abstract)

This article investigates the current state of Korea’s ODA(Official Development Assistance) governance by analyzing relating legislations and policies, and implementation practices. It also attempts to induce the reasons why the current governance system and practice have been fragmented by systematically incorporating the opinions of the experts and practitioners of the field. This study finds that the internal coherence within development co-operation policies are very poor in Korea. And, the donor-partner coherence to achieve shared development objectives is also quite fragmented. The most critical finding is that the role of the coordinating committee of ODA, which were created in 2010 as an organization unit to orchestrate all the policies and practices of the country’s ODA, has been minimal. These findings provide the Korean government some insights into exploring the reform options of the current governance practices and its meta-governance systems as well.

국문 초록 (Abstract)

한국은 2010년 1월 OECD 개발원조위원회에 가입함으로써 파리선언의 원칙에 맞게 ODA 사업을 수행할 필요성은 더욱 높아지고 있다. 그러나 한국 정부는 국제개발협력기본법을 제정하고 국제개발협력위원회의 기능을 강화하여 각 부처별 산발적인 원조 관행을 통합･조정하려는 노력하였음에도 불구하고 한국 ODA의 수행체계를 둘러싼 분절적 집행현상은 최근 더욱더 심화되고 있다. 따라서 본 논문의 목적은 한국 ODA 정책이 왜 분절적일 수밖에 없는지를 현 실태를 중심으로 심층적으로 분석하고, 그 근본적인 원인이 무엇인가를 논의한다. 무엇보다도 최근 들어 재정건전성 및 예산집행의 효율성 제고에 대한 요구가 비등하기에 본 연구는 시의적으로 적절할 뿐만 아니라, 향후 효과적인 ODA 거버넌스 구조개혁 및 통합적인 운영방침을 마련하는 과정에서 정책개선의 시사점을 제공한다고 할 수 있다. 또한 대부분의 연구가 정책이나 사업의 분석 및 평가에 초점을 맞추고 있기에 메타거버넌스적 차원에서 구조적 효과성을 분석하는 것은 한국 ODA 거버넌스에 대한 이해를 제고하는 데 크게 기여하리라 사료된다.
