This paper provides a critical review on the decision making structure of the 2015 national middle school social studies curriculum development. It illustrates how the Ministry of Education and the standardized curriculum making system damaged the specialty of the qualified persons in charge as before and points out the authoritarian decision making process especially found in the 2015 process. It finds that the excessive role of the Ministry of Education and the standardized curriculum making system put constraints on the discretion of the qualified persons with specialty. Also, monopolized decision making structure dominated by specific group of persons sharing their interests has generated unnecessary inter-group conflicts by limiting the democratic deliberation process. If the monopolized decision making becomes a perpetual problem in the future, participants representing geography education should put more efforts on changing the decision making structure into a more democratic, open, and fair one instead on simply accepting the top-down decisions.
