한국, 영국, 일본의 빈집 관리체계 비교 연구 = Comparative Study of Vacant Dwellings Management System Based on MSSD : England, Japan, Korea cases

다국어 초록 (Multilingual Abstract)

This paper suggests the direction of improvement of the current vacant house management system in Korea through comparative analysis of vacant house management systems in Korea, Britain and Japan. The scope of the research is classified into three categories according to the vacancy management system of England, Japan and Korea. 1) the legislative system related to the empty house, 2) the subject of the policy related to the empty house, and 3) the policy means related to the empty house. The main results of this study are summarized as follows. First, in terms of the legislative system, Korea is in the process of enacting ‘the Special Act on Empty House and Small House Maintenance’ October, 2016, and it is necessary to secure temporal security for the legislative system to work in the practical area. Second, it is necessary to establish a coordination system through the systematization of the roles of the vacant house management bodies and the activation of civic organizations led by residents. Third, for the comprehensive and systematic management of empty houses in the whole country, central government 's integrated government policy means and localized local policy means are needed.

국문 초록 (Abstract)

본 연구의 목적은 한국, 영국, 일본의 빈집 관리체계를 비교 분석을 통해 우리나라의 현행 빈집관리체계의 개선방향을 제시하는 것이다. 이를 위해 국가별 인구주택총조사의 자료 등을 이용하여 MSSD모형을 구축하였다. 연구범위로 영국, 일본, 한국의 빈집관리체계를 세 가지 기준으로 분류하였다. 1) 빈집관련 법제도, 2)빈집관련 정책 참여주체, 3) 빈집관련 정책수단.
본 연구의 주요 분석결과를 요약하면 다음과 같다. 첫째, 빈집관련 법제도의 측면에서, 우리나라는 2016년 10월 현재 '빈집 등 소규모 주택정비특례법' 제정을 추진 중에 있어, 법제화 이후 제도가 실무영역에서 착근하기 위한 시간적 내용적 보안이 필요하다. 둘째, 빈집관리 주체별 역할의 체계화와 주민 주도의 시민단체의 활성화를 통한 공조체계의 착근이 필요하다. 특히 영국의 비영리 법인인 The Empty Homes, Asset Transfer Unit, The Empty shop Network 같은 사례에 대한 벤치마킹이 필요하다. 셋째, 전국의 빈집에 관한 종합적이고 체계적인 관리를 위해 중앙정부의 통합적 정부 정책수단과 지역별로 특화된 지방정책 수단이 필요하다.
