북방정책 실천전략의 결정요인에 관한 연구 - 노태우 대통령의 서울올림픽조직위원장 경험을 중심으로 - = A Study on Determinants of Nordpolitik`s Practical Strategies - Focus on President Roh Tae-woo`s experience as chairman of the Seoul Olympic Organizing Committee -

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze the determinants of Nordpolitik`s practical strategies at the top policy-maker level. This study is a complementary research focusing on the experience variable of the President as the existing analytical approach has limitations in fully explaining the Nordpolitik. This study conducted an empirical case study to explain the causal relationship between President Roh Tae-woo`s experience as chairman of the Seoul Olympic Organizing Committee and Nordpolitik`s practical strategies. As a result of the analysis, Roh Tae-woo`s experience in sports diplomacy brought change in the his perception towards communist bloc and became a significant factor for convincing and envisioning normalization of relations with communist countries through the establishment of human network. In particular, President Roh chose Hungary as the first diplomatic state of the Nordpolitik since it was the first communist country to participate in the 24th Seoul Olympic Games. And he also experienced the withdrawal of North Korea`s obstruction plan as communist countries changed their attitude towards Seoul Olympic Games. Based on this experience, President Roh pursued a transitional North Korea policy using communist states as soon as he took the office.
