비교 관점에서 본 한국의 다문화주의정책

국문 초록 (Abstract)

최근 한국에는 다문화주의라는 이름으로 수많은 정책이 실행되고 있다. 이 글은 이 정책이 실제로 다문화주의적인지, 만약 그렇다면 다른 나라들과 비교해서 어느 정도 다문화주의적인지 살펴본다. 이를 위해 먼저 서구 자유민주주의 나라들에서의 다문화주의정책 지표를 비교한다. 서구 자유민주주의 나라들은 준국가-국민집단과 원주민의 경우에는 다문화주의정책이 성공을 거두었다고 할 수 있지만, 이민자집단의 경우에는 반드시 그렇지만은 않다. 국제결혼 이주여성에 관한 정책을 여덟 가지 지표를 통해 평가해보면, 한국의 다문화주의정책은 매우 약한 것으로 나온다. 그렇다고 한국의 다문화주의정책을 단지 정치적인 수사에 불과하다고 할 수만은 없다. 한국정부가 `다문화가족`을 공식용어를 채택한 것은 이주여성을 인종이 아닌 에스니시티를 통해 분류하고 대우하겠다고 선언한 것이라 할 수 있다. 이 글은 이러한 전환이 무엇을 의미하는 것인지, 에스니시티의 다양한 함의를 살펴봄으로써 밝힌다.

다국어 초록 (Multilingual Abstract)

Currently in South Korea, a variety of policies are being practiced under the name of multiculturalism. This paper aims to examine whether or not these policies are really multicultural, and if so, then how much indeed. For this, indexes of multiculturalism policies (MCPs) in Western liberal democracies are first investigated. MCPs of Western liberal democracies can be said to be successful in regard to substate nationalist groups and indigenous peoples, but the same story cannot be applied to immigrant groups. When evaluating MCPs of Korea for marriage migrant women in terms of eight indexes for immigrant groups, we can say that they are very weak. But Korea`s MCPs cannot be underestimated as mere political rhetoric. When Korean government adopted "multicultural family" as an official term, we can infer that the Korean government will classify and treat these marriage migrant women according to ethnicity, not race. Reflecting on various implications of ethnicity, this article examines what this turn from race to ethnicity means.
