외주제작정책 도입 이후 지상파 드라마 제작 시스템의 변화 = Changes in the Condition for Nurturing the TV Station's Producing Crew since the Introduction of the Independent Production Quota

The independent production quota policy launched in 1991 have weakened the vertical integration of the over-the-air TV stations and have expanded the independent production companies in number. While diverse evaluations on the policy's consequences are available, the concern about how to train producing crew appears to be rare. This research studied the documents of relevant organizations and government agencies, and analyzed the data on the programming of the TV such as program line up and information about producing crew and conducted interviews of TV station senior producers and independent company producers in order to understand the changes in the
condition of the TV station to cultivate the producing crew, especially drama producers. Also, the study includes the overall description of the policy changes and the changes of in-house drama producing system of TV stations. With consistent increase of the independent quota, the TV stations come to rely on the independent drama production companies for prime time line up. Recently, the combination of in-house crew and independent companies appears to be more frequent. Finally, this study found that the introduction of the independent quota policy reduces the chance of in-house crew's production and restricts the types of drama that the TV crew can be involved. So, the current condition of the TV station will limit the training of the drama producers on a regular basis.
