산학협력센터의 지속가능성에 대한 연구: 미국 NSF의 I/UCRCs와 한국 중소기업산학협력센터를 중심으로 = Study on the Sustainability of the Industry－University Cooperation Center: Focusing on the US Industry－ University Cooperative Research Centers(I－UCRCs) and Korea SMEs Industry－University Cooperation Center

다국어 초록 (Multilingual Abstract)

[Purpose]This study explore the factors of sustainable centers of I/UCRCs supported by US NSF and then compared to the SMEs I－U cooperation center supported by The Republic of Korea Small and Medium Business Administration.
[Methodology]This study is a comparative study for US and Korea I－U cooperation centers their history, system operations, activities and sustainability based on the necessity of I－U cooperation, sustainability theory and related theories.
[Findings]Results show that SMEs Cooperation center in Korea are mostly supported by government subsidies while in US more than half of the I/UCRCs are engaged through external funding such as support from industries. And the most common factors for the sustainability of the centers are the effective human capital.
[Implications]Although government supports in the beginning of establishment for centers are seen key factor, but once the funding support ends, centers become independent financially. So for the sustainable operations centers should focus on their human capital.

국문 초록 (Abstract)

[연구목적]이 논문은 미국 NSF지원으로 운영되는 I/UCRCs의 지속가능한 센터에 대한 요인을 탐색하고, 한국의 중소기업청 지원으로 운영되고 있는 중소기업산학협력센터와 비교하여 지속가능성의 요인에 대해 살펴보고자 하는 것이 목적이다.
[연구방법]본 연구는 산학협력의 필요성, 지속가능성과 관련 이론들을 바탕으로, 기업과의 산학협력기술개발지원을 위해 대학에 설립된 양국 센터의 역사, 시스템, 운영형태 및 센터가 지속가능한 요인에 대해 연구하였다.
[연구결과]연구 결과 한국의 중소기업산학협력센터는 대부분이 여전히 영위중이지만, 수익의 대부분이 정부지원으로 이루어지고 있는 반면, 미국의 I/UCRCs는 시간경과 후 정부보조금 지원 감소 및 중단에도 불구하고, 절반이상의 I/UCRCs가 산업계 등의 외부자금을 통해 영위중인 차이점이 있었다. 이러한 차이점을 바탕으로 지속가능한 센터에 대한 시각차가 있음을 발견하였고, 우수하게 운영되고 있는 센터의 가장 중요하면서도 공통적인 지속가능 요인으로는 가치 있는 인적자본으로 나타났다.
[연구의 시사점]정부의 산학협력프로그램들은 센터가 설립될 수 있도록 도움을 주는 데는 성공적이라 볼 수 있지만, 자금지원이 종료 된 후 센터가 자립하고, 지속가능할 수 있도록 만드는 요인을 발전시키는 것이 정책적으로 더욱 더 의미가 있을 것이다.
