지방정부의 지식흡수역량과 혁신역량간의 관계에 관한 연구: 기초자치단체의 조직문화 조절효과를 중심으로

국문 초록 (Abstract)

본 연구는 지식사회를 맞이하여 공공조직의 핵심역량을 지식에서 찾고자 하였다. 기초지방정부 수준에서 지식흡수역량이 혁신역량을 강화할 것이라는 가설과 지식흡수역량과 혁신역량간의 관계에서 조직문화(현재 조직문화, 선호 조직문화)가 조절효과를 가질 것이라는 가설을 검정함으로써 기초지방정부의 경쟁력 강화를 위한 정책적 방안을 제시하는데 목적을 두었다. 이를 위해 이론적 논의와 선행연구에 대한 탐색적 논의를 통해 실증분석을 위한 모형을 도출하고 측정도구를 생성하였다. 경험적 분석결과, 지식흡수역량은 혁신역량에 유의적인 영향을 미치는 것으로 파악되었으며, 아울러 지식흡수역량과 혁신역량간의 관계에서 조직문화의 조절효과는 거의 존재하지 않는 것으로 파악되었다. 이 결과는 기초지방정부 조직에 있어서 지식흡수역량강화를 통해 혁신역량을 기대하기 위해서는 현재의 조직문화 수준으로 가능하다는 것을 알 수 있었다.
