유럽연합 난민정책의 대내외적 변화 : 2015년 난민위기를 중심으로 = Internal and external changes of the EU`s refugee policy: With emphasis on the refugee crisis in 2015

국문 초록 (Abstract)

2015년은 `세계 최악의 난민 위기의 해`였다. 유엔난민기구(UNHCR)의 자료에 따르면 2015년 말을 기준으로 세계 각 지에 6,530만 명이 강제로 고향이나 조국을 떠나야만 했다. 난민은 주로 중동 및 북아프리카에서 발생하기에 난민 수용국도인접 국가에 치우쳐 있다. 이 글은 2015년 유럽연합(EU)의 난민위기를 분석한다. EU가 난민위기를 해결하기 위해 도입한 각 종 대책(난민의 강제할당, EU 국경해안수비대 창설 등)을 점검한다. 이어 EU가 터키와 합의한 난민 협약의 현황과 문제점을 평가한다. 2015년 난민위기는 EU의 기존 정책으로는 대응이 매우 부족했다. 단기간에 많은 난민 신청자가 특정 회원국인 독일로 유입되었기에 독일은 비용분담 차원에서 기존공동난민정책의 개혁을 적극적으로 추진했다. EU 28개 회원국은 5억 명이 조금넘는 세계 최대의 단일시장이다. 회원국 들 간에 거의 아무런 내부 국경이 없어 상품과 서비스, 노동력과 자본이 자유롭게 이동한다. 따라서 외부 국경도 공동으로 방어하고 공동난민정책을 실행해야 하는 당위성이 있다. 하지만 이런 당위성 차원에서 기존의 공동난민정책은 미비한 점이 많았다. 2015년에 유입된 난민은 백만명 정도. EU 전체의 0.2%에 불과하여 회원국들이 난민을 공동으로 분산 수용 한다면 아무런 문제가 없었다. 하지만 회원국들은 국내정치적 이유로 난민의 분산 수용을 극도로 꺼려왔다. 난민위기에 직면한 EU는 단기적 대응조치와 함께 중장기적 대응조치도 제시했다. EU 국경관리처(Frontex, 프론텍스)를 명실상부한 초국가적 유럽국경해안수비대(European Border and Coast Guard: EBCG)로 격상했다. 또 EU 난민들이 주로 유입되는 터키에 60억 유로의 재정지원과 함께 터키인들이 EU로 여행할 때 3개월무비자 혜택, 터키의 EU 가입 협상 가속화를 약속했다. EU는 난민의 유입을 저지하기 위해 불가피하게 터키와 난민협약을 체결했다. 하지만 이번 합의는 규범적 권력(normative power)으로서 EU의 가치를 내던져버렸다. EU는 규범을 만들고 이를 국제사회에 확산하여 규범적 권력으로 불려왔다. 사형제 폐지와 인권 등을 규범화하여 가입 후보국과의 협상에서 이를 수용하게 했다. 하지만 터키와의 난민 협약은 EU의 이런 규범 제정과 확산 능력에 심각한 의문을 제기하게 했다.

다국어 초록 (Multilingual Abstract)

This paper aims at analyzing refugee crisis in Europe in 2015. A particular emphasis was put on in analyzing the deal that the European Union (EU) has made with Turkey to stem the flow of migrants to Europe. Faced with the largest-ever inflow of refugees mainly from the Middle East since the Second World War, the Member States of the European Union have struggled to seek ways to further europeanize immigration and asylum polices of the European Union. So far, short-term and mid-and long-term solutions had been produced both by the European Commission and individual member states. Despite strong resistance both from Poland and Hungary, legal quota of refugees to be distributed among the Member States was pushed through in September in 2015. Yet this is a temporary one that applies only those already given refugee status, totalling around 120,000 as of 2015. The European Border and Coast Guard (EBCG), which can dispatch its own troops to any of the countries in a severe refugee crisis was set up within six months since its proposal. The EU in mid-March 2016 also agreed with Turkey to render economic assistance of around € 6 billion and visa-free travel to the Turks in return for stopping refugees from entering the EU. Yet, the deal gravely violates EU`s identity as a normative power, virtually giving Turkey a kind of trump card. In the midst of interlinked crises in the EU such as Greek financial one and Brexit negotiations in the years to come, the future of EU is very in doubt.
