대학스포츠 선수선발과 체육특기자 입시제도의 개선방안 = Study on Improvement Plan of Player Selection in University Sports and Entrance Examination System of Student Athletes.

The player selection in university sports was originally performed to select excellent elite student athletes by the system of student athlete since in the 1970s. However, irregularities in the entrance examination have constantly emerged since the system of student athlete was newly established. Thus, the purpose of this study is to consider the problems and improvement for this. Thus far, there have been various problems related to school athletic clubs in Korean society. There have been a number of problems such as learning right, violence and sexual violence and irregularities in the entrance examination. A considerable number of them have been solved by problem posing from all walks of life and immediate response of major department. However, as for the player selection in school sports, there still remain irregularities in advancement and scout and in particular, university admission. Specifically, the irregularities related to the entrance of student athletes that are mentioned by mass media in the admission period every year are more serious problems in that there is no improvement due to the difficulty of exposure and judicial action and institutionalization. Regardless of the amount, this hinders the process of university admission required to be fair and in particular the transparency and fairness related to entrance examination of students athletes. Next, this study aims to propose the improvement plan of admission for student athletes related to the player selection in university sports by analyzing the system related to university admission of student athletes and operating state and diagnosing the problems of the current university admission of student athletes by analysis of precedents and examples related to illegal admission of student athletes.

국문 초록 (Abstract)

이 논문의 목적은 대학스포츠 선수선발과 관련하여 1970년대부터 체육특기자제도를 통하여 대학이 정원 내에서 우수한 엘리트 학생선수를 선발하는 전형인 체육특기자제도가 신설된 이후부터 지금까지 끊임없이 입시부정이 나타나고 있어 이에 대한 문제점 및 개선방안을 고찰하고자 한다. 그동안 우리사회에서는 학교운동부와 관련한 다양한 문제들이 나타났다. 학생선수의 학습권, 폭력 및 성폭력 문제, 입시비리 등 많은 문제점들이 나타나게 되었고, 이에 대하여 사회 각계의 문제제기와 주무부처의 빠른 대처로 인하여 상당수 해결기미를 보이고 있다. 하지만, 체육특기자의 입시부정 등 학교스포츠의 선수선발과 관련하여 진학 및 스카우트 관련 비리, 특히 대학입학과 관련된 비리는 여전히 존재하고 있다. 특히 거의 매년 입학시기마다 언론에 의해 언급되는 체육특기자 입학과 관련된 비리는 적발의 어려움, 사법처리의 어려움, 관행화의 문제 등을 이유로 전혀 개선의 여지를 보이지 않고 있는 것이 더욱 큰 문제이다. 이는 금액의 크기를 떠나 공정해야할 대학입학과정 특히, 체육특기자의 입시에 관한 투명성과 공정성을 저해하고 있다. 다음에서는 체육특기자 대입전형 관련 제도 및 운영실태를 분석하고, 체육특기자 부정입학관련 판례 및 사례분석을 통하여 현행 체육특기자 대학입학전형의 문제점을 진단하고 대학의 스포츠선수 선발에 관한 체육특기자 입학전형의 개선방안을 제시하고자 한다.
