This study aims at improving the selection criteria of guarantees of the national basic livelihood. This study adopted a questionnaire method in research of welfare bureaucrats in Daegu city. Data were collected from 290 members for analysis. Techniques used in analyzing data were frequency analysis. The results of analysis show that welfare bureaucrats` personnel characteristics, social and psychological characteristic, and work characteristic have an influence on the selection process of guarantees of the national basic livelihood. As well, it is ambiguous and impractical to apply the selection criteria.
