To successfully diffuse a certain innovational idea without strng resistance, all of the available efforts and supports should be attempted systematically. Newly emerging web-based instruction via cyber space is considered as a innovation for instructional method. Web-based instruction relatively has many advantages such as allowing synchronous· asynchronous communication, educational encounter via E-mail, sharing meaningful resources among the participants, and gives the learners various learning opportunities based on these powerful characteristics. To maximize the effectiveness and efficiency of learning with web-based environments, we need to construct well-organized and good-designed web-based instruction. Besides we also have to identify the specific needs and difficulties of learners who want to actively participate in web-based learning process. Actually the learners are going to be end user in the diffusion process. of a innovation. The decision-making or attitude of the end users is considered as one of the critical factors for successful diffusion of new ideas. It means that we should check the learners`` concerns and opinions from the perspective of learners. Therefore this study tried to find out the barriers of the learners`` perceiving from the experience of web-based learning. Subsequently, environmental (or hardware) issues, cost issues, psychological stress, recognition issues, instruction-management issues etc. were found out as the important problems to prevent the learners from active participation in new cyber learning space. Based on these results, available efforts to help the learners`` participation by removing those barriers need to be gardually attempted and accumulated from now on.
