EU 난민 위기에 대한 중동부유럽의 관점과 전략 = The Viewpoint and Strategy of Central and Eastern Europe on the EU's Refugee Crisis

국문 초록 (Abstract)

본 연구의 목적은 대량 난민 문제로 위기에 처한 EU의 상황을 살펴보고, 유럽연합(EU) 난민 정책에 대한 중동부유럽 국가들의 반대 내용과 그 배경 그리고 난민 문제에 대한 그들의 관점과 대응 전략을 연구하는 데 있다.
본 논문의 제2장에서는 유엔난민기구(UNHCR)의 난민 위기 해결을 위한 국제법적 정당성과 해결 방식을 살펴보고, 20세기 유럽에서 발생했던 여러 대량 난민 위기에 대한 EU의 대응 방식과 난민 정책들에 대해 분석하고자 한다. 이를 기초로 제3장에서는 EU 난민 위기의 현황을 살펴보고, 중동부유럽 국가들이 EU의 난민 정책에 반대하는 실질적인 배경과 그 요소들이 무엇인지에 대해 연구하고자 한다. 제4장에서는 중동부유럽 국가들이 주장하는 유럽 혼란을 막고 대량 난민 위기 해결을 위한 대응 전략을 소개하고자 한다. 제5장에서는 대량 난민 위기 해결을 위한 EU-터키 간 합의안 내용과 향후 전망을 소개하고 이에 대한 중동부유럽 국가들의 관점을 설명하고자 한다. 마지막 장에선 앞서의 연구 내용을 요약정리하고, 유럽 내 난민 문제의 의미를 제시함으로써 결론을 맺고자 한다.

The purpose of this study look into the EU's situation under a massive refugee crisis, and research an opposite background of Central and Eastern European countries about the EU's refugee policy. Especially, in this paper, study viewpoint and alternative strategy of Central and Eastern Europe on the Europe's refugee crisis.
The structure of this paper is as follows: First, in the Chapter II, look at the international legal legitimacy and methods of UNHCR for solving the refugee problem. And EU's approach and refugee policy are analyzed in the lights of solution of several mass refugee problems which occurred during 20th century in the Europe. On the basis of former chapter, in the Chapter III, look at the status of EU's refugee crisis, and study the background and the practical elements which Central and Eastern Europe opposed about EU's refugee policy. In Chapter IV, introduce the claims and strategy of the Central and Eastern European countries for that solve massive refugee crisis and prevent chaos in Europe. In the Chapter V, analyze 'EU-Turkey refugee agreement' for that solve massive refugee problem in Europe, and study the viewpoint of Central and Eastern European countries with forward prospect of this agreement.
