지방정부의 민간위탁 결정에미치는 영향요인에 관한 연구: 거래비용개념의 외연적 확장을 중심으로 = An Analysis on the Determinants of the Contracting-out Size in Local Government: Expanding of the Transaction Cost

국문 초록 (Abstract)

2016년 현재 지방정부의 공공서비스 민간위탁은 초기의 단순한 행정업무에서 교육·문화·사회복지 서비스까지그 영역이 확대되었다. 민간위탁 결정의 합리성과 정치성이 상존하는 상황에서 본 연구는 지방정부의 민간위탁 결정에 미치는 영향요인을 밝히고, 거래비용 개념의 확장을 통해 기존 연구에서 논의가 부족한 경제적 거래비용 및 정치적 거래비용을 실증적으로 탐색하고 분석하는 것을 목적으로 한다. 이를 위해 본 연구에서는 선행연구 검토를 통하여 민간위탁 결정에 영향을 미치는 요인으로 재정적 요인, 인구통계학적 요인, 정치적 환경 요인을 도출하고 이에더하여 거래비용 경제학에 근거하여 사전적･사후적 거래비용과 정치적 거래비용(political transaction cost)을변수로 선정하였다. 도출된 연구모형을 토대로 2013년부터 2015년까지의 총 660개의 기초자치단체를 대상으로Newey-west 추정모형을 활용하여 분석을 시도하였다. 분석결과, 사후적 거래비용 및 정치적 거래비용과 기초자치단체의 민간위탁 결정은 부(-)의 관계가 있는 것으로 나타났다. 즉, 사후적 거래비용 및 정치적 거래비용이 커질수록 기초자치단체의 민간위탁 결정수준은 감소하는 것으로 나타났다.

다국어 초록 (Multilingual Abstract)

The extent of contracting-out by local governments has expanded from simple administrative tasks to educational, cultural, and social welfare services in recent years. Considering both economic rationality and politics of contracting-out decisions, this study attempts to examine the determinants of local government's budget size of contracting out. In particular, this study applies the concepts of both economic and political transaction costs which have been conceptually discussed in the previous literature. A set of research hypotheses are proposed and ex-ante and ex- post transaction costs and political transaction costs are operationalized for statistical analysis. Using the local government data collected between 2013 and 2015, the Newey-West estimation model is adopted for its empirical analysis. The analysis shows that ex-post transaction costs and political transaction costs are negatively associated with the size of local government contracting out.
