한,중 FTA 이후의 개성공단 활용방안 연구 = A Study on the Utilization of Gaeseong industrial complex after Korea and China FTA

다국어 초록 (Multilingual Abstract)

The purpose of this study is to present utilization measure through analysis of the overall information that can appear in the outward processing provisions of the Gaesong industrial complex, focusing on regulations for the designation of outward processing zone in the Gaesong industrial complex, one of the important contents of the Korea-China FTA. Rrelated issues include an increase of wages, the possibility of negotiating conflicts that may appear in committee on outward processing zones, the stagnation of annual exports, the complexity and associated costs of the proof and procedure of origin of outward processing items and the political risk due to unpredictable behavior by North Korea. Relative response and utilization measure is to reduce logistics costs by utilizing raw materials in North Korea area, reduce production costs by simplification of traffic procedure and enlarge logistics facilities, expand the allowable items with a positive attitude in the negotiation of outward processing committee, diversify its production by utilizing a cheaper and valuable natural resources of North Korea area, simplify the proof and procedure of origin on the outward processing products and reduce its relative costs and eliminate the political risk in order for Gaeseong industrial complex to carry out trade with China smoothly.
