여성친화도시 조성을 위한 성별영향분석평가의 지표분석 = 신도시개발 사업지구 중 김포한강, 광교, 화성동탄(2) 신도시를 중심으로

국문 초록 (Abstract)

본 연구는 여성친화도시 조성을 위해 도시계획 · 개발사업 분야에 활용되는 물리적 환경 중심의 성별영향분석평가지표 특성 및 문제점을 분석하여, 도시 내 양성평등 실현에 보다 도움이 되는 평가지표로서의 실효성을 도모하는 데에 목적이 있다. 이를 위해 김포한강 · 광교 · 화성동탄 (2) 신도시 개발사업 진행 지구를 대상으로 해당 도시에 적용된 지표를 도출 및 부문별로 분석하여 다음의 한계점을 도출하였다. 첫째, 지표 대분류 체계에 일관성이 부족하다. 둘째, 지표의 명확성과 구체성이 부족하고 지표 간 중복이 과다하다. 셋째, 평가 방식이 주관적이고 진행 절차상 지표의 실제 활용 비율이 낮다. 넷째, 젠더 특성을 반영한 지표로서의 특화성이 미흡하다. 다섯째, 지표 특성에 따라 구분되는 평가시기를 고려하지 않고 일괄적으로 동시 점검 후 종결함에 따라 추후 지표 반영을 담보할 수 없는 구조이다. 이와 같은 문제점 파악을 통해 성별영향분석평가가 향후 도시개발사업에 활용되는 성형평성 실현의 주요 도구로서 역할을 정립하는 데에 도움이 될 것으로 판단된다.

다국어 초록 (Multilingual Abstract)

This study aims to analyze the characteristics and problems on the physical environmental indices of Gender Impact Assessment, which are generally used in the field of urban planning/development project to implement women-friendly city. The following limitations are derived from analysis of the indices applied to Newtowns of Gimpo-hangang, Gwanggyo, Hwaseong-dongtan(2). Firstly, higher classification of the indices lacks consistency. Secondly, the indices are lack of clarity and concreteness and overlaps each category. Thirdly, the assessment method is subjective and the usage rate of the index is actually lower. Fourthly, the specificity of index reflecting gender-characteristics is insufficient. Lastly, the collective inspection conducted without consideration of different assessment period of each index does not ensure the further reflection of the index on urban planning/development project. Through this study, it is expected to be helpful to Gender Impact Assessment in setting up the role as the main tool to achieve gender equity in future urban development projects.
