혼합적 다단계 접근을 통한 충북 산업클러스터의 집적과 연계성 확인 = The Identification of the Concentrations and Linkages of Industrial Clusters in the Chungbuk Region Using a Hybrid Approach

다국어 초록 (Multilingual Abstract)

This Study aims at identifying the spatial concentrations and linkage properties of industrial clusters in the Chungbuk Region using a three-step hybrid approach, which is formulated by combining the cluster index, Getis-Ord’s Gi*, and qualitative input-output analysis. The results of the study indicate that the two industrial clusters receiving significant policy concern in Chungbuk Province, i.e. IT and Bio-industrial clusters, seem to still be in a stage of emerging. In addition, the level of regional extension of the functional linkages between clusters is shown to be very weak, together with the scant formation of clusters of individual industrial sectors in the northern and southern parts of Chungbuk Province. These findings suggest that required are the proper regional economic policies catered to the salient properties of the extant industrial clusters in the region.

국문 초록 (Abstract)

본 논문은 클러스터 지수(CI), 게티스-오르드 Gi*, 정성적 투입-산출분석(QIOA) 등 세 가지 개별 방법들을 결합한 3단계 혼합적 접근법을 이용하여 충북과 인근지역을 포괄하는 광역에 대한 산업클러스터의 특성을 분석하였다. 이 접근방법은 산업의 지리적 집적, 산업집적 간 공간적 의존성, 산업 간 연계관계를 동시에 분석함으로써 산업클러스터의 공간적 집적과 기능적 연계를 파악할 수 있는 방법론을 제공한다.
실증분석 결과, 충북의 대표적 육성 대상 복합 산업클러스터인 IT 산업클러스터와 바이오 산업클러스터 모두 아직까지 산업클러스터 형성의 초기단계에 머물고 있는 것으로 판단된다. 지역 간 산업연계가 결여되어 있거나 매우 미약한 상태에 있는 것으로 나타나고 있다. 이는 세계화 경제체제에서 지역경제의 성장과 경쟁력 확보에 결정적 요소인 지식의 이전과 확산에 취약한 구조라고 볼 수 있다. 한편, 단위 산업 수준의 클러스터 조차 충북의 북부지역, 중부지역, 남부지역의 시 · 군에는 형성되어 있지 못한 상태에 있음이 밝혀졌다. 이러한 여건은 충북의 지역경제를 광역적 산업클러스터 네트워크로 연결하여 혁신과 성장을 도모하려는 정책의 실효성에 의문을 제기하게 만든다.
전반적으로 충북의 산업클러스터는 특성상 변방적 성격의 산업집적이거나 산업복합의 성격을 띠는 것으로 보인다. 따라서 향후의 산업클러스터 정책은 산업클러스터의 특성과 성격에 부합하는 수단에 초점을 맞추어야 할 것이다.
