남북한 평화체제의 건설과 통일교육: 연합제와 낮은 단계의 연방제의 수렴을 중심으로 = The Korean Peace Regime and Political Education for Reunification

다국어 초록 (Multilingual Abstract)

This paper investigates common and contrasting elements in South Korea's proposal for confederation and North Korea's proposal for a federation of lower stage as the formulae for achieving reunification, and examines how the two proposals can be converged. We also make an attempt to link this study with the political education for reunification mainly in the South. The goal of political education for reunification is increasingly becoming a "moving target", as the future form of a reunified state is uncertain and indeterminate. Therefore, it seems to us that it is not possible to educate South Korean people with an official ideology imposed by only the government. A lesson that inter-Korean relations has given to us since the summit is that it is important to reach an consensus on the future form of the reunified state through political education for peaceful reunification.

국문 초록 (Abstract)

이 연구는, 남북한의 연합제와 연방제에 대한 이론적, 역사적 연구를 통해 공통점과 차이점을 분석하고 두 방안의 수렴가능성을 모색할 것이다. 그리고 이 역사적, 이론적 연구를 통일교육과 접목하려 한다. 즉, 연구의 실천성을 통일교육에서 찾고자 한다. 통일교육도 통일국가의 형태와 마찬가지로 움직이는 목표물이 되어 가고 있다. 과거와 같이, 국가가 만들어낸 공식적 이데올로기로 통일교육을 하기란 불가능한 것처럼 보인다. 새로운 남북관계가 통일교육에 주는 교훈은, 통일국가의 형태에 대해 그것을 구성해 가는 ‘방법’, 즉 협상에 의한 통일에 이르는 과정에 대한 교육의 중요성이다.
