It is impossible to blockade the escape of North Korean residents entirely. The occurrence of North Korean Defectors and their influx into South Korea are expected to be continued. Therefore, the realizable policy is required to construct the instrumental devices which decrease the total size of Defector and prepare to inflow into South Korea.
The related countries like South Korea, Japan and China have already made a plan for providing for the situation of defectors' mass occurrences from a national view of point. South Korea is needed to prepare the plan for this situation, too.
Among the provisions for the mass escape from North Korea, the difficult part to prepare in short term is to be ready in advance. The important contents are to secure the professional manpower and the locally based establishments, to develop the educational program and teaching materials.
Especially, the experts who investigate the defectors' identification and are in charge of their education according to the sudden increase of defector are very in lack of the number. We need to secure and maintain the defectors' reserving facilities and the regionally based establishments to educate them. Also, to make the early warning system must be preceded to prepare the defectors' sudden increment.
The major contents and results of this study follow as:
First, the defectors established supporting system is analyzed and the problems of the system is suggested. Second, to estimate the size of defectors' occurrences and their inflow is suggested. Third, the professional manpower, facilities, and education program are always needed. Forth, to operate the local center in three areas is suggested to prepare for the sudden increment of defectors. Fifth, the local center must be managed by the open system. Sixth, it is needed to strength the civil-government model.
