한미동맹 60년의 성찰: 포괄적전략동맹으로의 변화와 과제 = The Reflection of the 60th Anniversary of ROK-U.S. Alliance : Change and Assignment As a Comprehensive Strategy Alliance

This article indicates the mostsignificantfacing assignmentwhich should be solved in the process ofchange and development ofROK-U.S.alliance as a comprehensivestrategyalliance,anditssolutioninthefuture.Atthesametime,it helpsreflectingthealliancemarksonhistory sincewemeetthe60thanniversary ofROK-U.S.alliance.In thechanging processofthealliance,mostdistinguished changes are to build ROK-U.S.combined alliance defense system which were carried out in a last cold war period, and to convert the alliance to a comprehensivestrategyalliancewhichwereoccurredinthe21thcentury.
Thechangetoacomprehensivestrategyalliancewhichreflectedthe21thcentury nationalsecurity circumstance is the current trend of the time and result of reflecting our nationalstrength extension.As the alliance has developed and changedintoacomprehensivestrategyalliance,purpose,nature,functiontendtobe changedfollowingwiththenew assignmentwhichshouldbesolvedintoday and future.ConsideringtheRepublicofKorea’snationalstrengthgrowth,self-regulation securityandefficiencyofcombinedstrengthintheallianceshouldbewell-balanced.
Meanwhile, transition of OPCON(operation control) which is a key to the independentdefense engenders as the most important assignment.Other main assignmentsaretheroleoftheallianceandtheneedofthealliancemanagement astheextensionofactivearea.

국문 초록 (Abstract)

이 글은 동맹 탄생 60년을 맞이하여 동맹이 걸어온 발자취를 되돌아봄과 동시에 향후 한미동맹이 포괄적 전략동맹으로 변화·발전해 가는과정에서 우리가 해결해야 할 가장 중요한 당면과제와 그 해법을 제시하는 것이다.한미동맹 60년의 변화과정에서 가장 중요하고 주목할 만한변화는 지난 냉전시기에 단행되었던 한미연합방위체제의 구축과 21세기에 들어와 동맹재조정을 통해 나타난 포괄적 전략동맹으로의 변화이다.
특히,포괄적 전략동맹으로의 변화는 21세기 안보환경을 반영한 시대적추세이자 우리의 국력신장을 반영한 결과이기도 하다.
한미동맹이 포괄적 전략동맹으로 변화·발전해 감에 따라 동맹의 목표와 성격,그리고 역할도 변화하는 양상을 보이고 있으며 그에 따라 한미동맹의 변화는 현재 및 향후 우리가 극복·해결해야 할 새로운 과제를던져주고 있는 것도 사실이다.그 가운데서도 가장 중요한 문제는 한국의 국력신장을 감안한 안보 자율성과 동맹의 연합전력의 효율성을 조화시켜 나가는 가운데 한반도 방위의 한국화를 위해 필수적인 전시작전통제권 전환 문제를 슬기롭게 매듭짓는 것이다.또 다른 주요 과제로는 동맹의 역할과 활동영역의 확장에 따른 동맹관리의 필요성이다.
