국문 초록 (Abstract)

본 연구는 한부모가정의 발생 원인적 배경과 지원 정책을 분석하고 외국의 지원제도를 비 교분석하여 한부모가정을 위한 지원 정책의 방향을 모색하고자 하였다. 한부모가정의 상실감 이나 불안감을 극복하고 가족기능 회복과 가족관계의 결속력을 도울 수 있는 심층상담과 사 회적 지지에 대한 정책적 배려가 있어야 한다. 또한 경제적 어려움의 지속이 절대 빈곤층으로 전락하는 한계에 도달하지 않도록 사회보장제도의 개선을 통한 지속적인 정부 정책적 지원 방안을 모색해야 한다. 한부모가정의 지원을 위한 법적 근거를 마련하여 “한부모가정 종합지 원센타” 설립으로 이들의 취업․창업을 위한 직업훈련 및 교육, 자녀양육을 위한 탁아, 보육 및 방과후 프로그램을 통한 지원, 생활안정을 위한 주거 안정 자금, 임택주택 우선 분양 문제 등이 지원될 수 있는, 즉 한부모가정의 다양한 문제들을 한 곳에서 체계적이고 포괄적이며 일 원화된 정책과 복지서비스가 이루어질 수 있도록 구체적 정책방안이 있어야 한다.

This study sought to search for the direction of the policy for single-parent household support by analyzing the background for the emergence of single-parent household and support policies, and by carrying out comparative analysis of the foreign countries' support systems. Policy level consideration that includes in-depth consultation and social support are needed to overcome the sense of loss and anxiety found at single-parent household, to recover its function as a family and to help the family relations to become more cohesive. It is necessary to search for the government policy level support measures so that the continuity of the economic hardship won't lead to absolute poverty by improving the social welfare system. By establishing “general support center for single-parent household” by coming up with the legal basis for supporting single-parent household, it is possible to ensure that the diverse issues that affect single-parent household such as the need to provide occupational training and education to help them to secure employment or to start their own business, child care service for child raising, child rearing and after school programs, capital to stabilize residence to stabilize their everyday life, and priority distribution of the government leased housing, can be solved at one place according to structured, comprehensive, standardized polices and welfare services.
