사회서비스 평가제도에 대한 정책 맥락적 재검토 = 지역사회서비스 투자사업 평가틀을 중심으로

다국어 초록 (Multilingual Abstract)

This paper aims to propose new meta evaluation criteria focusing on the policy goals and values. After reviewing the overall researches on the meta evaluation practices of social service as well as other policy areas, it is found that most of meta evaluation analysis have been based upon the logical evaluation model. The general meta-evaluation analysis have focused on the three evaluation factors such as the input factors, the throughput factors and the output factors. They have not paid much attention on the policy goals and original values. On the other hands, the details of evaluation indexes, procedures and expertise of evaluators have been highlighted. This study suggests the contextual meta analysis on the social services in particular the Community Service Innovation Programs(CSI programs) in Korea. The policy contextual meta evaluation analysis for the CSI programs focus upon the four evaluation of factors : local community initiative, local social service governance, consumer-directed services, accountability. After applying of the policy contextual factors on the current evaluation system for the CSI programs, the results of the meta-evaluation shows that the cunrrent evaluation practices for the CSI programs
