Rapid change of social environmental for leisure life on 21st century is required change of university structure for teaching young generation for future to meet rapid change of demands. Therefore, the objective of the study is to ready for this changes. First of all, improvement of university sports environmental is required. Sport Facility at University is only used neither student who study for sports nor sorts circle at university. But, all of sports facility is used for wide range of student who like to use as their leisure in order to learn variety experience for spending their spare time. Also sports facility of university accomplish social education function to all member of university. Having sports facility for University can also work as a promotion and new impression to people its university image as well as welfare for staff. Especially, excellent sports facility at university can provide public service to local people where university is located. Having sport facility at university is directly related to development of university in many way, university is required to implement effective program for operating sport facility at university. They are ; At first, establishment of sport facility at university should be compact and complexity with easy participation condition in order to provide excellent quality of service. Also, it must be programmed to operate with mainly student or user of sport facility. At second, sport facility of university must be programmed with variety of option to all of student and staff and it can be done with corporation between sport subject staff and student. At third, there should try to have voluntary staff to organize well-programmed sports activity for student and teaching staff other than regular curriculum of university. Also, It can be provide scholarship through trainee and part time job for student. At forth, sport facility should open to local people to lead development of local area and should operating as donation university for local people.
