한국의 인구고령화와 이민정책

국문 초록 (Abstract)

오늘날 한국은 풍부한 생산가능인구에서 비롯된 ‘인구 보너스’를 향유하고 있다. 그렇지만 통계청의 『장래인구추계』에 의하면, 한국은 조만간 높은 잠재부양비를 가진 ‘인구 부담’을 지게 될 가능성이 높다. 낮은 인구성장률, 고령 인구, 고령 노동력에 대한 공포가 확산될 것이다. 이 연구에서는 한국에서 이민이 인구고령화 충격을 해소할 수 있는가, 아니면 적어도 그 추세를 늦출 수 있을 것인가를 네 가지 영역에서 탐구한다. 인구고령화의 충격에 대한 대책으로서 출산장려정책과 이민정책의 관계를 점검한다. 한국에서 발생하는 국제인구이동의 규모와 추이를 파악하고, 그에 관한 정부의 이민정책을 평가한다. 장래인구추계 자료 분석을 통해 한국의 이민 수요, 즉 한국경제가 지속적으로 성장하기 위해 필요한 인구 규모와 대체이주 규모를 파악한다. 인구고령화 대책으로 이민정책이 갖는 주요 쟁점을 검토해, 향후 이민정책이 지향할 바를 제시한다.

다국어 초록 (Multilingual Abstract)

South Korea has enjoyed the demographic dividend with abundant workforce for decades. However, it may be converted to demographic onus with a high potential support ratio in near the future, according to the Population Projections for Korea: 2010-2060 released by the Statistics Korea. There is the prospect of stagnant population growth and an aging population, with corresponding fears of an ageing workforce. So, this paper asks whether international migration can reverse or at least slow anticipated aging trends in Korea. This paper deals with (1) the relationship between pro-natalist policy and international migration policy in Korea, (2) international migration trends around Korea, (3) replacement migration in future Korea, and (4) current issues of international migration policy of Korea. This paper argues that immigration can compensate for demographic losses due to the decline and ageing of the Korean labor force. This paper also discusses the future directions.
